Black ops 3 seems to be very sensitive to certain applications or services running as well as audio and display devices. So I started my PC without any Non-Microsoft Services and turned off all the start-up applications as seen HERE and the game started running. (I also obviously added it to my exceptions in my firewall)

Everytime I click "Play" via Steam library a safe mode alert keeps popping up. If I select yes or no, the game will run but close 2 seconds after.
